Promise programs have the potential to increase higher education attainment and close persisting gaps, write AHEAD’s Laura Perna & Elaine Leigh. But success depends on how the programs are structured, implemented and sustained.

Administered in the days following the November 2016 U.S. elections, this poll sheds light on higher education leaders’ immediate reactions to the results.

With financial support from Civic Nation, Penn AHEAD’s Laura Perna is launching a project designed to advance research-based understanding of College Promise programs in the United States.

In this poll, spirited by the 50th Anniversary of the 1966 Statement on Government of Colleges and Universities, we asked higher education leaders to share their views about academic freedom, tenure, and shared governance. Developed by the American Association of University Professors, American Council on Education, and Association of Governing boards, this statement articulates the interrelated roles and responsibilities of the governing board, president, and faculty in the governance of colleges and universities in the United States.

A $500,000 grant from Lumina Foundation was awarded to Dr. Perna and her team to fund a new project on equity in higher education attainment in the United States.

Penn AHEAD Executive Director Dr. Matt Hartley, Senior Scholar Dr. Peter Eckel, and the research staff of Nazarbayev University conducted an international conference highlighting shared governance principles of academic freedom, administrative autonomy, and financial autonomy of higher education institutions.
