The Richmond Promise was established in 2014 for students who reside in Richmond or North Richmond for at least four years and graduate from West Contra Unified School District. The program provides up to $1,500 for the first year at any type of college or vocational program on a last dollar basis. Richmond Promise is funded through Chevron Corp from an Environmental and Community Investment Agreement (ECIA) that the City negotiated in 2014.
