The Harper College Promise was established in 2015 for students in Harper's area school districts meeting merit requirements. High school graduates must attend schools in Harper for at least four years and receive up to two years of free tuition on a last dollar basis to Harper College. High school students can also take a free semester if meeting merit standards. The program is funded through individual donations.
